Will there inclusion?: Blogs as spaces for Youth Inclusion of Medellin in the public sphere.

Inclusion is a vast subject that requires comprehensive understanding that allows fully dimensioned phenomenon we experience in our city. "Much has been made during the last decades of poverty, marginalization, development, social development, concepts that have been constructed to account for the mechanisms, relationships, descriptions of subjects that meet with certain characteristics of social and economic deprivation, for being a 'vulnerability', need to be addressed by the social services system. " [1]

From this premise then we can deduce that the condition for generating an inclusion is a partial state of vulnerability. Medellín can then be classified as a territory violated by the following situations: poverty in 2005 reached 54.4% of urban population and in terms of connectivity in Medellin had 70,404 sailors in December 2001, ie 11.98% of total network users in the country. That figure is significantly lower than the 375,481 of Bogota (the 63.87%) and slightly higher than in Cali, which registers 68,983 (11.73%). " [2]

The emergence of the concept of inclusion is reborn today with globalization, it is paradoxical that there are countries with all levels of accessibility to information, food, utilities, water, etc, and other where you can not enjoy even basic services.

"Globalisation presents equality as a guiding principle of relations in the context of heterogeneity" [3] , but from the city Medellin, people with access to information technologies are segmented into a small dimension that makes us the many steps that remain before there is actually a global social inclusion.

Los blogs entrevistados en nuestro trabajo de grado, manifestaron de alguna manera el deseo de ser incluidos dentro de la blogosfera y además de esto que ésta misma pueda influir dentro de la esfera pública de la ciudad:

“Respondió al interés de tener un espacio en Internet que actuara como medio de difusión de un proyecto que estaba creando con algunos compañeros”. [5]

The possibility of being included in the blogosphere is the most rooted in all the bloggers of the city, since its purpose beyond being opinion leaders and be recognized in the public or the media, is to excel in the same blogosphere through his writings.

The following selection of posts which would be to analyze in our work through the portal level Medallo blogger, we realized that many of the registered blogs were abandoned. The novelty factor makes many people believe his blog with the need to be included in a web space that allows them to freely express their views, unfortunately the novelty factor makes these people leave with a thirst for recognition abandoned their posts in the middle way.

"Many of those who use them do it for fashion or curiosity. There will come a time when people stop open blogs to know what it is and will have it only if it considers that it is a necessity. " [7]

In answering the question about whether blogs could someday then be included in the public sphere of the city, there are several factors to change so that this can be done. For now, some sketches as Electronic Journals blogs of or participation of bloggers in audio podcast, international programs such as Global Voices and international events can be categorized as efforts to achieve some recognition in some way. Unfortunately these efforts are made personally or among very small groups and not in favor of the potential counter-public that might be. Victor Solano, "Communication Manager Blog? states:

"The next step is the dream that we have many, not included in the media, but because this whole area starts to be considered patrimony of opinion is that if someone wants to talk about movies, be considered as a blogger on topics as film can get to be called to give its opinion, both in terms of music, in short, any of the bloggers have an expression. " [8] .

The biggest flaw found in the bloggers and their inability to influence the public sphere is the lack of working together it can become a conglomerate of people willing to comment and influence through their blogs but not only for a specific audience but across multiple tools and resources that enable the inclusion of all citizens of Medellín.
